Although we can improve the resolution of low speed encoding, the
benefit may not be useful because of other problems. For example, due to
the nature of DC motors, they are not smooth at lower speeds. As a
result, it may not be practically useful to use period measurement to
improve the encoding resolution at lower speeds.
