This is the count down counter that tracks the number of remaining
kernel ticks to the next context switch. It should be initialized to
the same value as rtkSliceScaler. Initialize this before the
timer is activated.
If this variable is not initialized, the first preemption occurs
256 RTK ticks from the enabling of the timer interrupts.
